Free Plumbing Estimate: What's Included, What's Not

A good estimate is specific enough that two people could read it and agree on what is being done. It should name the problem, describe the repair or installation, list the major parts or equipment, and give either a flat price for the job or a clear labor rate with an expected range of hours. It should also say what happens around the repair. Does the price include hauling away an old water heater, disposing of a removed toilet, or flushing the new lines? Is cleanup included? On a water heater replacement in a Pearl City garage or a Makiki condo, removal and disposal of the old tank can be a noticeable line on its own, so it is worth seeing it written down.

Finally, check how Hawai'i general excise tax is handled. Some O'ahu companies quote a price with GET included and others add it at the end, which on a larger job can make two similar quotes look further apart than they really are. Ask which way yours is written.

An estimate works well when the problem is in plain sight: a leaking angle stop under a sink, a cracked toilet tank, a water heater that is visibly rusting through at the base. Many problems are not like that. A main line that keeps backing up could be grease, tree roots, a sagging section or a collapsed pipe, and each of those is a very different job. The way to know is a video camera inspection, which takes specialized equipment and time on site.

Hidden leaks work the same way. A spinning water meter tells you water is going somewhere, but finding whether it is under a slab, inside a wall or out in the yard is diagnostic work, not a walk-through. Professional leak detection uses listening equipment, pressure testing and sometimes thermal imaging to pinpoint the spot before anyone opens a wall.

At many companies, this kind of diagnostic work carries its own charge because the equipment and technician time are real costs, even when the estimate for the repair that follows is free. That is not a trick; it is how you avoid paying to dig in the wrong place. The honest version is simply telling you up front which parts are free and which are not, so ask before the visit is booked.

An estimate is a price for the job as it can be seen. Plumbing lives behind drywall, under slabs and in the ground, so sometimes the job turns out to be different once it is opened. A shutoff valve that should come off cleanly may be seized onto a corroded copper line like the one pictured. A drain that should clear with a cable may turn out to have a broken section. In older homes in Kaimuki, Manoa and Kalihi, original galvanized or copper piping often looks fine right up until someone puts a wrench on it.

What matters is how the plumber handles that moment. You should be told what was found, shown it if possible, and given a revised price before the extra work goes ahead. You should never learn about a change for the first time on the invoice. If an estimate does not say how changes will be handled, ask, and get the answer in writing or by text.

It also helps to know what an estimate cannot promise. It will not include finish work beyond the plumbing, such as replacing tile, patching and painting drywall, or restoring landscaping after a trench, unless it specifically says so. Those are separate trades on most jobs.

When you collect more than one quote, make sure they are pricing the same job. One bid may replace a single failed section of pipe while another replaces the whole run. One may include a new expansion tank with a water heater and another may not. Line the quotes up item by item before looking at the totals, and the cheapest number is often not the cheapest job.

Look at warranty terms on both parts and labor, whether the price holds for a set number of days, and whether the company can give you a realistic start date. Be cautious of a quote that is far below the others with very little detail. Vague estimates leave room for the price to grow once the work has started and you are committed.
